If thr years mentioned are poor margin years accelerated cap allowances won't be of much benefit

Should have been a windfall tax on price gouging energy companies, like what is happening in other EU countries. Instead we are using taxpayers money to effectively prop up the current energy cartel by simply throwing good money after bad via subsidising folks bills, which will likely encourage the likes of SSE etc. to raise prices even more!!
