Insurance claim on roof

My in-law's roof broke down during spring, and are now staying with us. Their insurance says that the damage isn't covered even if the inspector says its because of the heavy snow last winter. To help them, I've been reading articles like https://www.roofmasterlubbock.com/legal-consequences-of-roof-insurance-fraud-in-texas/ to get a sense of what to do? Should I contact a lawyer for this? Or should we not use insurance and just replace it with our money?

What country are you in? Ireland didn't have heavy snow last winter, so any advice from an Irish site might not be useful.
