Why is the standard of 4 star hotel in Ireland so variable.

Does anyone know the answer to this question? stayed in plenty of 4-star hotels in Ireland and the difference in quality is peculiar, the last one we stayed in was lovely but the breakfast was akin to a breakfast from Centra, yet another 4-star hotel did a fabulous hot and cold buffet with a massive selection of breads…

How can hotels of supposedly the same standards be so different?

It's based on a range of criteria and facilities. Sadly the quality of them seems to be of lesser importance.?
