Helmets - Cycling v Scooters

Sweeping statement obviously but a general observance would be that I see about 95% of commuters/cyclists wearing a helmet when on a road but conversely, about 5% of scooterists (is that even a word?) wearing a helmet while on the same road.

Why is this do you think? Personally I would have it as law that you should need a helmet of on a public road. Even if it's benefit is minimal, isn't it better than nothing at all?

Studies have shown helmets aren’t always better than nothing.

1) cyclists take more risks wearing helmets

2) drivers come closer to cyclists wearing helmets.

Do you wear a crash helmet in the car, where the vast majority of head injuries happen, even with seat belts and air bags and more? Even if the benefit is minimal, isn't it better than nothing at all?
