blurring reg plate in photoshop

Trying to blur reg plate in photshop

using filter/blur/gaussian blur

Eliptical Marquee tool blurs reg completely, solid grey colour.

Rectangular Marquee tool only partly blurs reg still visible even when slider all the way to the far right

Photoshop version 14.0

try using the smudge tool

Just use quick select to get the reg plate selected, and then fill with white?

I use an older version of photoshop though so maybe the lingo is different, but it only takes a couple of seconds. Or use the healing brush tool to take the plate off altogether (may look clunky depending on the car, though).

Eliptical Marquee works rectangular doesn't as per OP. Also rectangular marquee is is eliptical shape

squiggle over the characters on the reg plate with a think 'pen' - make the characters look like characters used in a game like The Sims or characters as sin in star wars movies.
