XP crash/hang and UxTheme.dll

Just after restarting WindowsXP, logon to the network and I get this Explorer.exe error unable to locate component. Basically XP fails to start because it can't locate UxTheme.DLL can't be found. And that reinstalling the may fix the problem. Anyone see anything like this before and what's the best way to fix it?

Is this dll from windows, or some third party app that you have? If it's third party reinstall the software. If it's MS, try using system restore to roll back to an earlier time.
