The bracket/ arm thing that keeps my window in place when opened broke a long time ago. Now whenever there is a slight bit of wind, the window will either swing all the way open or shut. Can anyone thing of a way I could prop this window open so that it doesn't swing shut OR open with the wind?

Get it fixed by a window professional. Lived in a top floor apartment with exactly the same window. Same problem but wind caught it one day. Thing came clean off and was hanging by a bit of the top hinge we had two lads holding the weight of it to stop it falling to the ground below managed to cradle it closed.

That situation was zero crack. And what of it had of gone and hit someone below.

Some brass chain and two hooks?

if you have a Jigsaw you could create a nice little bracket from a strip of wood, like a ruler sized piece but wider

cut a rectangular section out of the bottom to allow it sit down around the frame of the window
then cut a small section out of the top to sit around the window itself, would lock in easily and prevent movement

could even make it out of a cardboard cylinder
    like this:

Love the ingenuity of that one LenWoods! Don't have the skills or tools for it though, but know someone who might.
However, wouldn't the part that's outside the window just fall down? Maybe it the part that sits on the window frame is snug enough it might not...
Those window stays would be a good solution, but are pretty ugly. I suppose that can be the backup solution if nothing else works though.

The busted stay needs replacing, not an easy diy job, especially on an upstairs window so call a window crowd out, it’s a 10 minute job. Get them to fit a window regulator as well for safety

Time is contagious, everybody's getting old.

It will be a lot more expensive to not fix and have a gust of wind damage the window irreparably, and if it fails completely and falls and hits or damages something the resulting legal action would be more than all the windows in the house.

Be careful with any temporary fix. You need to balance child safety and fire escape/rescue so best to get it fixed with a professional company.

Had all hinges changed on my windows and locks on some. Wear and tear over the years. Good money spent. No more draughts and much more secure.

I wouldnt half arse a job on a window. Get a pro in for sure.
