Windows 10 HEVC problem

I have a Win 10 laptop with 4 accounts, I'm the Administrator, the other 3 are normal users. I can play HEVC video on my account, but when my wife tries to play the same video, she gets sound only, and an invitation to buy the codec from the MS store. We problem wouldn't miss the 99c, but clearly the codec is there…

Or like they suggest install VLC https://www.videolan.org/index.html
or Media Player Classic Home Cinema https://mpc-hc.org/

It's stuff like this that make me avoid stores. For HEIC I ended up using ImageMagick to do batch conversions of Apple Photos rather than go the store route.
