Any VW men on here? Have an issue with a Vw Passat 2.0 tdi Turbo.
It got a new turbo last year ( not sure by who) but it’s seems as though the turbo has failed again. Clouds of smoke and it’s making like a whizzing sort of noise when you rev it and the smoke gets worse.

If it got a new turbo sounds like it needs to go back to who ever put it in. A proper brand name turbo replacement probably requires new oil pipes to the turbo as a blockage there can be the reason for the initial turbo fail. other option for early failure is faulty or poor quality turbo cartridge. Turbo control systems like wastegate and diverter valves also protect the turbo from overboost and chattering the turbo.
Would something borked there cause a good turbo to go in a year... someone cleverer than me would need to answer that.

Take off the turbo inlet pipe and check with your fingers if there's play back and forth or up n down in the shaft.
Might be oil in an around the intercooler, pop a pipe and see?
    Good luck

If you don't know by who then how do you know it was a new turbo ? Also i would bring it to a competent mechanic to diagnose it this time, the turbo may not be gone , the symptoms you are describing can also happen when a boost pipe comes off.
