    Incorrect.

    The Private Hospitals are running at a loss. They are being paid on a cost only basis for procedures carried out.

    2 things to that:
    1) Cost is HSE costs, not Private Hosiptal costs = loss. There is NO profit being made by the Priavte Hospitals at the moment
    2) Private Hospitals aren't at capacity; as they're not at capacity the inefficiencies mount up = less efficient = more costly

    Lots of misunderstanding about the agreement.
