This is something I haven't seen discussed anywhere in the last few weeks.

Is there provisions in EU for border restrictions in an emergency like this
Could a country act unilaterally in shutting their borders?
Or would the decision have to be ratified by all members?

Can't give you an authoritative answer but I'm pretty sure that no country which signed up to Schengen gave up the right to unilaterally close it's borders in a time of emergency.

Articles 25 to 35 of Regulation 2016/399 (the Schengen Borders Code) covers such.
