Huawei y6 three unlock problems

    I'm trying to unlock a Huawei y6 phone for a relative. I have the unlock code from three. When I put a Vodafone SIM in it and reboot it comes up SIM network unlock nck, I put in the code, it looks like it accepts it, then comes back with enter unlock code. Three say their system says the phone is unlocked. I'm stumped as to how to get by this.

    Does the VF SIM have a PIN lock on it?

    No, it doesn't, it's not the SIM pin, it's some network unlock pin. I've never seen this before
