I note that the DPP website weighs heavily on information for the "victim", but has very little for the accused person and says nothing about informing the accused person of a decision not to prosecute.

As far as I know, whoever sent the file forward, which would be the investigating guards. Depending on the severity of the alleged crime, the accused is formally called to attend court for an arraignment, where a book of evidence is presented to them (certainly that's the case in Circuit court, not sure about District).

I think the inviestigating guards are also responsible for informing the accused upon completion of the invesigation and that no further action is being taken.
