Neighbour blocked drain outside our house

A neighbour spilt liquid cement into the drain outside our house from a wheelbarrow. If there's alot of rain water has nowhere to go but in our front door. Have asked him to clear the drain but apparently he's done similar in past and never acts. How can I force him to clear it up? A bit late if flooded and have to claim on our own house insurance. To my eyes it's criminal damage to public property? Not sure of the housing estate is under council control or if that makes a difference.

Wow even though posted here, wasn't sure that had a case because it was public drain and not on our property as such. Thanks for advice

Ring your localCo.Co and be prepared to make a witness statement.

if its a public drain then call local council /irish water to have it cleared. if they ask what happened tell them..... they'll take it from there

Offence, Water Services Act 2007, section 45. Irish Water needs to deal with this.
