Is the thermal upgrade scheme compulsory?

    Hi there just wondering is the thermal upgrade scheme compulsory or can a person living in a council house refuse to have it done?

    I'd say you cannot object to it if you live in a council house. It would be different if it would be your own house.But I'd say the bill for the work done is paid by the council- not by yourself.
