Queried the reg of a car earlier on motortax.ie did a "Change of Vehicle Ownership" see attached file and below. no chnage of ownership, but under what circumstances would a 'Vehicle Registration Certificate' be issued? Any change of address etc would mean a new cert being issued.

Put the reg into the cornmarket quote generator to see when it changed ownership.

Had a case a few years back of an imported car which had a VIN typo on the VLC, Revenue sent it off to be corrected and reissued. It happens.
