Hatched box turning right

So my brother is preparing for his driving test. He's wondering if the lane to turn right is full can he enter the hatched box and stop in it? As be would be causing an obstruction to traffic going straight if he sat in the left lane. Thanks in advance

Nope.

People do this all the time of course, but I wouldn't in a driving test!
