Expecting job offer imminently, but waiting to hear back on a preferred option

I am expecting to be offered a job today (job 1) but I am also waiting to hear back from a preferred option (job 2).

I know people will probably say accept job 1 and if job 2 makes an offer after, renege. Thing is, job 1 is via an agency that I don't want to burn bridges with. Should I just be upfront about it with them?

Stall and chase job 2 being upfront with them.

In that case your only option is to stall and wait for the 2nd offer.
Id chase the 2nd place too and say you have a pending offer and would like to know if you are still in the running as they are the preferred option.

My employer is terrible at choosing candidates and can easily take weeks.

    I agree with the above.

Stall job offer 1, tell job 2 you have been offered job 1...
