Getting my stuff back (business related)

I took a piece of art in to be reframed after the frame was badly damaged in a move. I chose the frame type, the colour, glass, mat (surround), layout etc and showed the framer several photos of the art in its original frame. The framer quoted €145 and two weeks so I could have it back in time for Christmas.
Long story short, six weeks later with Christmas long forgotten, the work hadn’t been done. I asked for my artwork back and suddenly they called to say the framing was done and to come get it.
The framer went ‘rogue’ and done something completely different. They also want to be €425. I’ve refused and asked for the work to be done correctly at the price quoted or for my artwork to be returned. After much yelling on the framers side, they will remove the artwork from the frame and return it, but i am still waiting. The store is open weekdays only, and i have finished work early twice to go in, and each time the owner has been unavailable.
    What can I do?

Do they have a Facebook or other social media account?

You could publicly ask nicely when the work will be returned.

It might concentrate his mind as he won't want you bad-mouthing him online.
