Moving Back to Ireland after 37 years abroad

A recently retired relative is looking to buy an apartment in Ireland after living in America since 1981. He moved there when he was 25. He also lived in Saudi Arabia between 2003 - 2015. He never owned property in either country, just rented.

He would be splitting his time between Dublin and renting an apartment in America.

-Would he qualify for free travel here once he turns 66 ?
-Would he be able to buy Irish stock?

I understand yes, but he would need to satisfy residency conditions. Look into "bilateral social security agreement".

Do you mean shares and bonds, etc.? Yes. In general, it is preferable that any pension is exposed to the minimum of fluctuation between where the income is earned and spent. Note that certain shares, e.g. Ryanair have special rules regarding owner location and voting rights.
