My brother took is 00 VVti Corolla for NCT yesterday and failed. It burns a good drop of oil ............

Fault Engine Revs not holding @3000rpm during emission test

Is it the oil burning causing that or is there something else to be investigated

The vvti solenoid comes on about 3000 rpm and a failed solenoid can cause the engine to burn oil as well as the loss of power above 3k.
I'd start there, maybe take it off and give it a clean and check for movement

Clean throttle body and ISC valve.

Additionally, new spark plugs, new air filter and MAF sensor cleanup will do no harm. ;)

And as it burns a bit of oil, take it for a very good spin just before a retest. :D
