TV license for short term rental

Who is responsible for the purchase of a TV license for a property that is rented out for short term letting. I'm guessing this could fall between a rental property where the tenant is required to purchase the license and a second / holiday home where the owner is required to purchase the license.

But if the owner never stays in the property themselves, does that count as a second / holiday home in regards to a TV license?

It doesn't fall between anything. The owner has to pay.
