Nitrous oxide legal?

In the last year I've noticed that nitrous oxide or "whippets" have become very popular amongst students. I've tried researching this as they are referred to as "legal highs" but are they really? I know that the UK have brought in laws against it but I was wondering what are the laws surrounding them in Ireland and how can catering companies just sell them to the general public.

Maternity hospitals allow labouring women self medicate with NOx, so I don't think it's a serious drug.
I got some in an ambulance once and its no good, grand for the first few sucks, but then no pain relief.

I'm not sure how people would quickly whip cream without it
