Without referring to any particular current case, they seem to be used to antagonize a situation. They are also used as a tool to threaten people and can be used in an out of context way via social media to incriminate people without any fairness to the full facts. Data protection doesn't seem to offer any help for people…

Data protection doesn't seem to offer any help for people who don't want to be on camera, even a garda can't tell someone stop.
Is it time to update laws to take into account how people are starting to use new technology.

Perhaps, but not to outlaw recording in a public place. I would however be in favour of legislation which criminalised using edited or incomplete footage to push a false narrative, as it can have far reaching consequences for the subject of the video.
