Are most public injury claim settlement, over a certain amount always publish in the papers?
If so why?

No. Most are entirely private.

The settlement of claims brought on behalf of children does have to be approved in court, so they are public and are often reported. But that's a tiny fraction of all settlements.

Note that injuries sometimes last a lifetime. For a young child, that might be another 80-100 years. In a zero interest rate environment, that means the capital award needs to cover all costs, with little income expected from that award. Hence awards to small children tend to be very high.

Two groups of claims / awards to damages tend to make the news: (a) awards to children for catastrophic injury, and (b) cases involving people where there may be some sensationalism involved, e.g. a celebrity or cases where the plaintiff / insurer believe they have a slam-dunk case and may have tipped off local media.
