How many right turners in a box

It seems to be widely spoken that you shouldn't follow a car waiting to turn right into a yellow box to also turn right yourself.

I've gone by this religiously waiting behind the white line until the guy making the same right turn as me has successfully completed it. If the light turns on you as they manage it then just have to wait for the next sequence.

But I got into a discussion about this and despite looking far and wide I haven't seen any rule/law saying you can't sit behind someone turning right and so could legally have the two of us waiting to turn.

So it has me thinking on larger yellow box junctions I might go up behind them as there is in theory room for it.

Am I missing the specific language saying one car in the box is the "rule"?

Hi,
The only rule regarding yellow boxes, if you are turning right, blocked by oncoming traffic, provided the exit is clear, you may enter the box and wait.

So, large yellow box, if the exit is clear, you enter, irrespective whither other car(s) already there or not.

However, if there was a tailback of traffic at your exit, I would only enter if there was sufficient space for both you and the other car.
By entering, you open the road behind and that may allow the traffic to flow past on your left.
