I see a lot of posts/threads about these bulbs but I have yet to see anyone post that their car passed/failed because of aftermarket LED bulbs fitted in the low beam lights.

My brother did in his 2014 3 series.
Lights supplied and fitted by Red Chariot in D15.

So his car just had aftermarket LED bulbs and no headlight washers or self levellers etc?

Washers and levellers are required when car has HIDs fitted. No mention regarding LEDs in NCT manual (yet). In such situation any light source (except HIDs) would pass if aligned appropriately.

As far as I understand, headlight washers are only required for low beams with more than 2000 lumens output. HIDs regularly go over this threshold, but LEDs (and halogens) usually don't.

    ECE regulation 48 (rev 12, section 6.2.9):
Dipped-beam headlamps with a light source or LED module( s) producing the principal dipped-beam and having a total objective luminous flux which exceeds 2,000 lumen shall only be installed in conjunction with the installation of headlamp cleaning device( s) according to Regulation No. 45.11
