It is around £9k now but depending on your subject, you can get a tax free bursary. For example, I am a trainee languages teacher and I get £25k. As an EU national, you are entitled to the student loan at least. 

The train to teach website explains it. You basically apply through UCAS. 
Tip: If you are looking for a course that helps you to convert to the Irish system, look for a PGDE course that lets you take masters credits in the first year and then in the second year or third year you write the Dissertation  (the APSE- Applied Professional Studies Masters in Education) and work your induction year. As you need a masters in Ireland to teach (graduating from 2014), the nearest option available is the APSE. PM if you want to know unis that offer it. The Teaching council will require you to jump through hoops but depending on the subject you are debt free and have reckonable experience for applying jobs, despite TC asking for hundreds of euro to check your paperwork and you then still have the foreign trained teaching jobs.
