Probably a stupid question, but if building a P2P network, how exactly do you test it and make sure it works as it should? I mean, maybe set up a few VMs but what about scaling up to, for instance, 100 nodes?

First you test your single node to ensure it's functional. If you're happy that it behaves as expected then you enter the realm of distributed systems testing - a P2P network is a distributed system.
