Just wondering does this number actually correspond to their personal garda number?

No, it's a number based on geography, i.e. based on whatever district, or division the guard is based. If they transfer, the number changes and is recycled.

Are they suppose to use this number on official correspondence?

An arresting Garda's long number/badge number would be on your copy of a charge sheet if you are ever unfortunate enough to receive one. They are not in the public realm otherwise, and no need for them to be.
