    If the true speed is 60, then it would be 0 ≤ (V1 - 60) ≤ 10?

    So the displayed speed must be more than 60 but less than 70, but the difference between true and displayed also cannot be zero? So a displayed speed of 1 above the true speed would satisfy the law?

    Just curious, I have already answered my original thought which was about tachos.

    The difference might not be bigger than 10 and not smaller than 0. Thus any indicated speed from 60 to 70 included is legal.

    In other words, it can show a bit more, but never anything less than you are actually going. Useful when a few different tyre sizes are approved for same car, the speedometer shows a bit different values then.

    It would, same as displayed speed exact same as real speed.

    In short in your example, when car is doing 60km/h, speedomoter can show 60km/h or 70km/h or anything in between.
