I am looking for the list of criteria for architect to provide practical completion cert for moving into a house. Is connection to mains part of the criteria and should PC cert have been provided without service connections?

Not sure if PC has been granted or not ?

Assuming it hasn't as you note service connections which ones are not clear, are outstanding therefore I assume the house has not been commissioned.

Ideally all major snags, defects are resolved or listed to be resolved within a timeframe.

All service connections are completed, systems commissioned signed off by the relevant specialist.

All planning conditions have been met and closed.

    House is habitable.

The client is happy to accept the house is completed, if not then list your concerns to your Engineer, Architect.

If the Bank is involved they will probably request as noted above, prior to releasing final payment
