He looks like a younger David John Bradley from the Harry Potter movies but it wasn't him.
Here's David, does it ring any bells ?

Wasn't he Scrooge in a TV version of a Christmas Carrol? A year or two ago.
He played Scrooge in the BBC series Dickensian - which was an attempt at combining loads of Dickens' characters into a single drama. I gave up on it after a few episodes, it was exhausting.
I would associate him most recently with TG4's Klondike series that was on last year. He was excellent in it.
