    It's a tough one, to strictly enforce bag size you need man power and time, neither of which airlines can afford if they are to keep costs down and turnarounds quick, most airlines now have a policy of allowing a certain quota of bags into the cabin based on load factor of the aircraft. Gate staff (normally outsourced agency workers) are instructed on this quota, and simply count the bags through the gate and after X amount begin to tag the remainder for the hold. It's an industry wide issue at all airlines now and the only way I see it changing is if bag fees are scrapped which I very much doubt will happen

    Also part of the problem is that many know of this lax enforcement and will take the piss with their huge bags.

    As for gate tagging. I have seen several people simply rip off the gate tag and proceed on board with their bag.[/quote]

    Both are genuine problems, which will cause delays to flights, eventually airlines will have to sort it out one was or another
