I just can't wrap my head around this, my understanding is with PAYE - (no additional employment - only PAYE) everything should be being handled automatically. What do I put into the Preliminary tax field then?

Start at the beginning. Is this a tax return you're doing? Which form? What have you filled out in previous sections? Normally the explanatory notes for any Revenue form explain quite well what should go each field.

it's the form 11 - through ROS and at the very last step it asks you for this

You don't complete a form 11 if you're only PAYE. It's only if you have income that isn't PAYE i.e. income you earn outside of your employment.
