ATM is always Out of Service

Hello, Is it normal for one of your ATMs to be out of service several days a week in a local shop. It seems to me that the store intentionally turn the ATM out of service in order to get customers to use the 'cashback' service after a minimum spend at the tills. Is there anywhere I can report this? Thank you.
