Do these two balancers do the same job?

They are both balancers, but top look like it's only heli blades, bottom will do both...that's unless top comes with other attachments, hope that helps I have not used any of them type of balancers so I could be wrong....

Well the upper one balances two blades against each other, which makes it a head balancer of a sort, balancing the parts of centre of gravity between the blades for total unit balancing.

The lower one balances a single blade from a hole in it's middle, ie an airplane prop blade, or a model ship blade.
