Household Waste & Water Charges in Co.Galway

Does anyone know if there is any sort of "opt-out clause" of water/waste charges for residential properties if someone (living in the country) disposes of household waste in a proper and acceptable way and obtains their household water from a private well; would any water and waste collection charges still apply?

Or are the charges only charged to those who actually use the water/collection services?

Especially around the Loughrea & Gort areas (Co.Galway) or just Co.Galway in general.

    Thanks
