    I want to pursue a degree in European Studies but I am not entitled to a grant. The education system is that yoiu must be going for a certificate or diploma. I live 45 poxy miles away from the college where I want to study and am not entitled to a grant.

    "European Social Fund (ESF) Grants
    Students who decide to pursue National Certificate or National Diploma courses at ITB or any other Institute of Technology may be eligible for an ESF maintenance grant. Conditions as to the type of course, as well as your age, means, residency and any previous study apply to ESF Grants.

    Those who are undertaking a Degree course at an Institute of Technology; those who have completed more than the first year of a Degree course, or those who already hold a Degree are not generally eligible for ESF grants. However, if you successfully complete an ESF-funded National Certificate or National Diploma course, you may be eligible to avail of a Vocational Education Committee (VEC) Scholarship Award (see ‘VEC Scholarships’) if you wish to progress to a related Degree course.

    The closing date for applications is normally in early July each year. A VEC, at its own discretion, may accept late applications. You should not assume that this is the case and should begin the application process in advance of being offered a college place. you are offered a grant you must notify the VEC of the college course which you intend to pursue. If you are offered a grant, but not a college place, or are offered a college place but decide against taking it, the grant offer will lapse.

    All applicants for ESF grants are means-tested. Applications for ESF grants should be made to the VEC in your home county. Information and application forms are available from your local VEC from May onwards.

    ESF maintenance grants are paid in monthly installments, at the end of each month. A lower maintenance rate is paid to those whose normal family residence is within 15 miles of the Institute. This lower rate may also apply if you live little further than this distance but can avail of good public transport in your journey to and from the Institute. The higher rate is payable in all other cases. Further information is available from the Department of Education and Science website www.irlgov.ie/educ

    VEC Scholarships
    VEC scholarships are available only for courses for which ESF funding is not available. If, for instance, you receive ESF funding to undertake a three-year National Diploma course you may be eligible for a VEC Scholarship to complete your Degree. Eligibility for all VEC scholarships is means-tested.

    Long Term Unemployed
    If you are long term unemployed and are accepted for a place in college you may be able to attend without losing benefit. If you will be 21, or older, before the date the course starts and you have been in receipt of unemployment benefit for at least six months you may be eligible to claim "Back to Education Allowance" benefit from the Department of Social Welfare. You could also continue to receive other benefits such as fuel allowance, etc. Contact your local Social Welfare office for further information on this scheme. "
