    Dublin Light Rail - Docklands Line (Line C1)

    Good progress is being made with construction of the Luas line between Tallaght and Connolly Station in accordance with approved plans.

    The Connolly Station terminal section, as approved, extends from a stop in Store Street (Busáras Stop), across Amiens Street, to a terminal stop located at ground level on the site of the existing Connolly Station ramp which is being demolished.

    The Railway Procurement Agency (RPA) has now set about developing proposals for Line C1 which would be an extension of the Tallaght to Connolly Station Line from Connolly Station to a terminal stop in the vicinity of The Point Depot. This work would include examination of possible funding options. The availability of funding is of course critical to a decision to proceed with any implementation proposals.

    The establishment of Line C1 would be compatible with the Luas network as envisaged by the Dublin Transportation Office (DTO), which was outlined in the document entitled “A Platform for Change” published by the DTO in November 2001, and with the strategy of the Dublin Docklands Development Authority (DDDA) as outlined in their document entitled “Docklands North Lotts Planning Scheme - July 2002”.

    At this stage we have focused on identifying the best overall route option between Connolly Station and The Point Depot. We hope to select the preferred route option by mid-2003.

    A newsletter including maps showing possible Line C1 route options identified following preliminary assessment is being distributed in the vicinity of these possible route options.

    At a joint announcement to-day, Monday 14th April, Mr. Padraic White, Chairman of the Railway Procurement Agency (RPA), and Mr. Peter Coyne, Chief Executive, Dublin Docklands Development Authority (DDDA) outlined proposals for the development of an extension of the Tallaght Luas line from Connolly Station to the Point Depot, Luas Line C1.

    Speaking at the launch of the public consultation phase, Mr. White said, “The RPA is working with our partners, Dublin Docklands Development Authority and Dublin City Council, to extend light rail to the International Financial Services Centre and the area of the Docklands North Lotts Planning Scheme. The approximate 1.6km extension of the Luas line to the Point Depot will facilitate the much needed development of the docklands area, and is compatible with the Luas network as envisaged in the Dublin Transportation Office’s Platform for Change”.

    Mr. Coyne stated that the extension was an essential element in the implementation of the strategy of the Dublin Docklands Development Authority. “The DDDA, he said, has already put a levy scheme in place in respect of new developments; developers who are set to benefit significantly from the establishment of the Luas line will be required to contribute to the establishment costs”.

    In outlining the route options for Luas Line C1 to the Point Depot, the Chief Executive of the RPA, Mr. Frank Allen said, “Following the public consultation process the RPA will prepare a business case for submission to the Department of Transport which will outline the benefits of building the Luas extension and the proposals for how the scheme will be funded”.

    The public consultation phase will initially focus on the challenging task of identifying the best route option, and will allow commercial, business and residential sectors to have an input into the final route alignment.

    The options for the extension to the Point Depot are:

    Route Option A would involve double track extending from the terminal stop at Connolly Station, across the junction of Harbourmaster Place and Mayor Street, along Mayor Street and over the Royal Canal by means of a new bridge before continuing towards a terminus in the vicinity of the Point Depot

    Route Option B would involve double track extending from the Busáras stop and turning north to run along Harbourmaster Place, east of the Connolly Station Stop towards the IFSC entrance to Connolly Station. A section of single track would extend from here through the laneway beside Connolly Station and into Sheriff Street and continue eastwards before turning south to run along Commons Street and then east to run along Mayor Street, crossing the Royal Canal on a new bridge and continuing to the Point Depot.

    Route Option C would involve a single line loop along Harbourmaster Place, the laneway along the east side of Connolly Station, Sheriff Street, Commons Street, and Mayor Street with connections to the section of track between the Busáras and Connolly Station stops, at the western end, and to the proposed double track section east of Commons Street and continuing eastward, crossing the Royal Canal over a new bridge and terminating in the vicinity of the Point Depot.

    It is anticipated that following the consultative phase the RPA will select the preferred route option by mid- 2003.

    Making a Submission

    The Transport (Railway Infrastructures) Act, 2001 Sec.40(1)(b)(vi) provides for written submissions to be forwarded to the Minister of Transport not later than 14 days after the end of the period specified in the published notice. S.s. (3) then provides that not later than 30 days after the period specified in Ss.(2), persons may make submissions. S.42(1)(d) then provides that persons may make submissions to the inquiry.

    While strictly speaking, the Minister is not legally obliged to consider submissions made after the initial 14 day period the Inquiry will consider all submissions and there is no reason to assume the Inspector would not treat all submission equally regardless of the date received. Obviously the Inquiry Office would prefer written submissions to be made well in advance of the opening of the Public Hearing but submissions can be made right up the end of the oral testimony phase to the Inquiry.

    Written submissions to the Minister of Transport should be made within 14 days of the published notice by the applicant and after that directly to The Secretary to The Railway Inquiries, Railway Public Order Inquiry Office, Ormond House, Ormond Quay, Dublin 7.

    Where possible, and particularly with large “bound” submissions or those contained maps, we ask that 4 copies be submitted.

    The Public Inquiry’s function is to consider oral testimony. Persons who wish to expand on their written submission or who have not forwarded a written submission can would make best use of this opportunity.

    While persons who have already supplied a written submission may wish to read that submission into the record they should be aware that simply repeating a submission will not lend that submission any more weight.

    This will be an exellent transport service to link up the Point and the city centre. Plus with the new Point Development it will bring more tourists out there.

    I have a mental picture of 6000 concert goers descending on the Luas after a gig though...
    Handy for getting there, but you'd be better off walking home tbh.

    Thats the problem with having a heavy load on one end of a system, although with three plaforms, they could probably surge 6 trams immediately and then run at three minute intervals. Trams will be increased to 40m next year and maybe 50m later on (of course no provision is being made for 50m trams).
