    In France, the government prosposes to Built 2G wireless Infrastructure Itself . This plan was noted by the EU and investigated as an unfair subsidy or a market distortion.

    The Competition Commissioner, M Monti, found that such a plan w not an unfair subsidy as such , from the letter he sent to the French after the investigation.....
    under certain conditions, the French government's plans to build mobile infrastructures in poor and rural regions would not break state aid rules

    It would seem that Clár areas fit the criteria for State Investment to overcome spatial problems and to enhance Social Cohesion. These Clár areas are all rural and have suffered much depopulation since the state was founded.

    It is unlikely that the EU Commission would take a benign view of these subsidies in urban areas.

    Must look up me E1-DO stuff again :D

    According to Eamon O’Cuiv, TD, Minister for Community, Rural and Gaeltacht Affairs, a medium term objective of the Government is for "all communities in Ireland to have access at any given time to the range of broadband they need at a competitive price''.
    The Minister was speaking in Athlone on 3 February at a conference hosted by Comhar LEADER na hEireann (CLE) on ‘Bringing Telecommunications Infrastructure to Rural Communities'. Mr O’Cuiv told that conference that; "the Government wants to see the widespread availability of open-access, affordable, ‘always on' broadband infrastructure and services for businesses and citizens throughout the State within three years.''
    Minister O’Cuiv confirmed that these networks will be "open access'', which means that access will be provided on equal terms to all interested telecom companies, The Government believes that by providing access to the basic fibre infrastructure at a reasonable cost, it will be more attractive for telecom companies to develop services in rural areas, thereby increasing competition with the two main providers.

    Did he get as far as talking about the means they would use to deliver this wonderous service? Did he mention wireless? Or was he banking on Mm. O'Rourke's 5MB infrastructure being in place to deliver the goods?

    normally no.

    but Comreg mused on how 2G frequencies = YES a few weeks back.

    that idea is a good one in about 20% of the state with low population densities and low cell traffic
