    Can anyone recommend a cheap light meter? I mean really cheap - like something I good I can get off eBay?

    You can't go wrong with the Polaris flash/ambient meter, cheap, accurate and has many of the features of models costing many times more.
    It has an optional spot attachment too.

    I'm so cheap I'm looking at a Leningrad 8 (some cheapo Russian selenium meter) for $12.00. Since I'll be using it with a russian medium format camera (Lomo Lubitel), it might work out OK.

    I used to have one (gave it to my brother when I got my Sekonic), and as far as I can recall it cost either £120.00IEP or £140.00IEP new, which works out at less than €200.00.
    I bought it from Bermingham Cameras or Dublin Camera Exchange (can't remember).

    You should be able to get one for €200ish if you shop around, or you might pick up a used one for substantially less from either www.ffordes.com or www.mxv.co.uk

    You could try an electrical wholesalers - I'm not sure if it would be suitable though. The reading would likely be in lux or lumens, but may not be accurate for your purpose.

    Definitely not suitable.
    Exposure meters are just that, they tell you what shutter speed and aperture to set for correct exposure on a given film speed.
