    "Eircom directed to open network to competition

    The Commission for Communications Regulation (ComReg) issued four separate directions yesterday aimed at forcing Eircom to open its telecoms network to greater competition from rivals.

    ComReg also threatened to take further regulatory action against Eircom on the crucial issue of "partial private circuits", following the company's failure to comply with previous directions by the body.

    In December, ComReg directed Eircom to submit detailed prices for partial private circuits by a deadline of February 17th. But the body said yesterday that Eircom had not complied and had so far failed to provide correct pricing.

    In a statement the body said it viewed this as a "serious breach" by Eircom. Given the potential impact on the sector of delays in introducing the product, it is now exercising is own powers to intervene, said ComReg.

    They've also issued a document detailing their approach to consumer issues - both on comreg.ie

    In particular, I am impressed with the second document it's clear and generally specific. I presume IOFFL will take part in the Consumer Forum?

    a leased line where the OLO (other licenced operator) rents as little as possible off eircom and does not have to pay for bits they dont need

    Muck,

    Comreg 03/22 describes PPC as "a wholesale data tail product". In discussing the Tenders sought for BMW region WiFi trials you noted:

    3. The BIG variable is the tail , the line from the POP to the town.
    4. These tails are almost all Eircom copper. The cost per Km of an eircom tail is shocking. we are talking 300k per annum per KM and then 100 per KM


    Would PPC have an impact of any significance on this cost?

    not really.

    What is needed is a provision as to maximum distance for pop in the west.

    In Dublin your tail will be max 20km
    In Belmullet you are 140km from the nearest pop, Galway

    A leased line tail will cost 7 times more, for a 128k leased for example. A rule on maximum tail distance from a pop being no more than 80km anywhere in the country would bea big help.
