    If you mean why are BBC ONE/TWO on 214/215 whilst the Irish Channels have 101-104 reserved for them, it is basically because RTE are Irish Channels and the BBC aren't. Sky could put BBC ONE on 101 like it is in the UK, but they don't have to (unlike the way they HAVE to in the UK). It is an attempt to coax RTE on board.

    If you look at ntl: northern ireland you'll see that RTE ONE and NET 2 are in the 700's in the EPG.

    Yes, I agree that the reason BBC ONE and TWO are not on 101/102 is due to keeping those early numbers free to coax RTÉ, TV3 and TG4 on the service, but the reason 214/5 were selected is due to a UK requirement (though it really doesn't apply here) that new channels which aren't already on the system, must take the next available EPG slot and not an earlier one for competition reasons. But if a new Sky 2 or a timeshifted Sky were started, this would be allowed to take 107.

    214/5 will likely never be used in the UK for any channels which can also be received in Ireland. Ideally, BBC ONE/TWO should have taken the earliest available, which I see as 115/6 which would have been far better, but the above rule doesn't allow this. It may take the filling up of the entire 200s before they'll return to 115 for the next.
