It means a normal phone bill will go up by 5% this year. The doc is Here and the explanation in plain English is Here .

The Line Rental will increase this year...... it is already the most expensive Line Rental in all of the EU but lets stay ahead of the pack in at least one telecommunications statistic...

Eircom has signalled its intention to increase line rental charges from the current rate of 19.60 euro per month, after the introduction of the new rules. But in a statement ComReg's chairperson Etain Doyle said any significant increases in line rental will have to be accompanied by reductions in call prices.

Hopefully comreg is aware that line rental charges apply to lines used solely for internet access products as well as voice. Maybe there are not many out there now, but if/when flat rate and dsl get off the ground theres no longer an automatic link between line rental and voice calls...

Give with one hand and take with the other....

Not a real shock tho, they were sure to find a way to pay for Alfie's brass neck and I'm sure all the other cats want one now as well.

thats my point, unclearly made though, sorry, clarification attempt follows... comreg appears to be attempting to balance allowing an increase in line rental cost as long as eircom reduce their call charges. Any customer who rents a line just for internet (and as the dsl/flatrate market grows there will be more and more of these) will miss out on the decreases in call charges that were anticipated by comreg to balance the line rental increase because they don't use the line for voice calls - ie there is no automatic link between line rental and voice call charges on any given line...
