    Anyway, this was just posted on ILUG, I can only assume it's extracted from a mail from ComReg:
    Any operator can upgrade the exchange for DSL through Local Loop Unbunding
    - it is not solely an eircom responsibility. There is no legalk or
    regulatory reason why this can't be community funded, therefore I suggest
    you contact the operators and in particular Esat BT who have a number of
    rural exchanges upgraded. Via Networks use a different option (wholesale
    bitstream) which would require Eircom to upgrade the exchange
    The last bit is fascinating, n'est ce pas?

    They just charge the same as eircom to recoup the wholesale charge.

    /edit - Just realised you were talking about the VIA bit :) This was reported in the forum about a week ago i think... Ill go look later :)
