Question about scottish football grounds.

From watching all these Celtic away games on RTE this season I've noticed that the grounds of clubs like Kilmarnock, Livingston, Hibernian etc etc never manage to get a full house even when the likes of Celtic roll into town?

So I wondering why are these grounds the size they are when they can't be filled for presumably the biggest ties they're ever likely to ever see (ie v Celtic or Rangers)?

    good example..

Last old firm game of last season was at Celtic Park, 60,000+ there..

More people were at that game than were at league games in the rest of scotland combined that weekend...
