Windows shutdown = Restart

When I shut down Windows it goes through the normal shutdown and then restarts again. I have to pull the plug to turn off the pc. Problem started under XP after I tested a couple of hard drives. W2K Pro is now installed and the problem remains.
I haven't had a decent look at it yet but it seems more like a hardware problem than software, I'm thinking maybe the power switch sticking on. Does this seem the most likely cause or has anybody any other ideas?

b4 you start ripping out bits n pieces check your BIOS settings

get rid of Power Management if possible, also you can set jumpers on your mobo [normally] to do a hard or soft shutdown.
