I'm not sure if this is the right place for this or if it has been mentioned already. If i'm wrong on either accounts sorry..

ODTR move paves way for Eircom price hike
The ODTR has announced that it will raise the price cap imposed on Eircom from 8 percent below the CPI to between zero percent and 2 percent below the index. It is estimated that the changes could allow the Eircom to raise its prices by as much as 4.5 percent next year. This would reverse a trend of price-reductions since the cap was introduced in 1996, a trend which saw Eircom reduce its minimum call charge from EUR0.146 down to EUR0.0635 per call.

Because interested parties have two months to respond to announcements by the ODTR, the new price cap will not be introduced until early in 2003

Does this make it look like unmetered internet access is getting less likely?
