    More Regulator Speak from the ODTR

    She went to a conference in Barcelona a month back where she mentioned that the Active Internet Universe ..her words.. in Ireland is 15%. You need Powerpoint to read this 160k file for Yourself .

    WTF is an Active Internet Universe.

    She also showed that the number of customers per FWA 26Ghz band basestation is LESS than 2 (page 10) and intimates that 'public access service provision' will be licenced in the 802.11 bands. What is the meaning of 'public access service provision' (page 12) if not encrypted WEP basestations that anybody can dog ????

    On the next page this public access is defined as

    'WLAN, P-P links, P-MP Access, Public Hot-Spots'

    On 802.11b spectrum only, she wishes the 802.11a to be kept indoors .

    Thats because she will have a slot ready for Mesh Radio soon

    P-MP Access, Mesh networks, P-P links'

    Hmmmmmm

    and then page 14

    '5.8GHz deployments expected from Oct. 2002'

    shame theres no 'public access' mentioned here.

    Then on page 16 it starts to look a bit intruiging. She sez the challenge is
    The Challenge!
    The Requirement: rapid, cost-effective roll out of broadband services where existing infrastructure not available or suitable - only wireless can meet this need

    Solutions?
    Offer more flexible approach to wireless network rollout - large national networks have not succeeded but targeted local services can provide service where no alternative exists and competition where they do exist.
    Local licensing approach provides this flexibility
    Licence exempt option provides rapid, low cost solution where service quality not critical.

    It's an alternative universe, as postulated by quantum physics, in which €ircom are responsible for maintenance of public toilets and we all have reasonably priced broadband instead of articles in newspapers asking "do we really want broadband?" or "do we really need oxygen?".

    Its the amout of people who use Teh Intraweb in the country.

    Theres a good translation of this stuff on eircomtribunal
    Active Internet Universe – important figure: how many people do actually use the Internet from home. How many active users a country has (active is defined as having actually used the Internet from home during the last month at least once).
